Introduction: is open government a reincarnation of e-government?
Open government has recently become a watchword of ICT-driven public administration reforms in many countries worldwide, arguably providing a new conceptual paradigm to revise a once popular but somewhat forgotten idea of e-government (Google Trends, 2015) into a new political domain where attributes of democracy such as civic engagement and political participation are possible to implement in practice as never before due to a promising phenomenon of transparency and collaboration created in societies that once adopted the concept. However, in researching available literature on the topic, the case studies are mostly focused on the most developed countries of the world with longstanding traditions of transparency in government and established democratic institutions â i.e. political values that are universally regarded in academia as necessary prerequisites for the concept to be fully realized. In this regard, it seems logical to analyze the development of the open government technology in a typical developing nation and understand whether and how it can change the traditional channels of political communication there. In this respect, Kazakhstan is an interesting candidate for the case study, since being a relatively young nation that received its independence only two decades ago, it has already been recognized as a poster child of the great economic opportunities that e-government may offer in reforming the public sector in a typical emerging country but leaving many questions about the implications of the reforms in a political domain.
